Public Discussion of Draft Law on Stimulating Science Parks Development Held in Kyiv

On January 15, 2025, the Ministry of Education and Science of Ukraine, together with the Ministry of Digital Transformation, held a large-scale event “Science City Ecosystem. Connecting Business and Science.” The event was part of the public discussion of the draft law “On Amendments to Certain Laws of Ukraine Regarding Stimulating the Development of Science Parks,” aimed at creating favorable conditions for the development of scientific research and innovation in Ukraine.

The event was attended by representatives of government bodies, business, educational and scientific institutions, and international organizations. Zhytomyr Polytechnic was represented at the event by First Vice-Rector Oksana Oliinyk and Head of Educational Programs at the university’s Innovation Hub Ivan Novosolov.

Speakers at the event included:

  • Mykhailo Fedorov – Deputy Prime Minister, Minister of Digital Transformation of Ukraine
  • Oksen Lisovyi – Minister of Education and Science of Ukraine
  • Danylo Hetmantsev – Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy
  • Julie A. Koenen – USAID Mission Director in Ukraine
  • Stefan Kossoff – Development Programs Director, British Embassy in Ukraine

Main discussion topics:

  • Barriers to science park development and mechanisms to overcome them
  • Stimulating research activities in universities
  • Attracting private capital to scientific research
  • Tax incentives for the development of science and technology

During the round table, representatives of the public and private sectors shared their proposals for improving the legislative framework to support science parks. The public discussion was an important step toward creating an effective ecosystem for the development of science and technology in Ukraine.

The Science Park of Zhytomyr Polytechnic has been actively operating for over a year as an ecosystem for developing innovative projects, commercializing scientific research, and supporting entrepreneurial initiatives of students, faculty, and graduate students.

One of the main areas of activity is developing cooperation with business, creating joint programs to support youth entrepreneurship, a startup school, and acceleration programs for technology startups.

The flagship IT product of the Science Park is the online university management system “Digital University” – an innovative platform for digital transformation of higher education institutions. The platform helps universities transition to a digital format, optimize processes and save resources, while ensuring compliance with modern educational standards and Ukrainian legislation.
